Agenda 2063

Overview

Agenda 2063 is a global vision for Sustainable development, economic growth, and social progress, set forth by the African Union (AU) in collaboration with other regional and international partners. Launched in 2013, the agenda aims to address pressing issues such as poverty, inequality, Climate change, and migration.

History

The idea of Agenda 2063 was first proposed by the AU’s Chairperson, N’Goni Zaini, in 2009. However, it gained momentum with the publication of a report titled “Vision 2063: A Roadmap for Accelerating Africa’s Transformation” in 2012. The report outlined a comprehensive plan to achieve Sustainable development and economic growth on the African continent by 2063.

Objectives

Agenda 2063 has five main objectives:

  1. Sustainable development: Achieve Sustainable development by 2030, focusing on Human capital, infrastructure, and Resource management.
  2. Economic Growth: Drive economic growth and reduce inequality through diversified and Inclusive entrepreneurship, education, and innovation.
  3. Social Progress: Promote social progress by addressing disparities in education, health, women’s empowerment, and Child rights.
  4. Climate Action: Combat Climate change by reducing greenhouse gas emissions, promoting Renewable energy, and enhancing resilience to natural disasters.
  5. Migration and intra-African migration: Address Migration and intra-African migration by strengthening Regional institutions, improving Border management, and enhancing social services.

Implementation

Agenda 2063 has been implemented through a series of partnerships and collaborations between the AU, its member states, International organizations, Civil society, and the Private sector. Key implementation mechanisms include:

  • Regional Economic Communities (RECs): The RECs, comprising six economic communities (ECOWAS, EAC, ECOWS, SADC, COMESA, and EFTA), are responsible for promoting regional integration, economic development, and social progress.
  • AU Framework Programme of Action: The AUPPA is a comprehensive framework that outlines the AU’s priorities, strategies, and activities to support Agenda 2063 implementation.
  • National Plans: Member states have developed national plans to implement Agenda 2063 objectives, which are reviewed and updated every five years.

Successes

Despite challenges and setbacks, Agenda 2063 has achieved significant successes:

  • Poverty reduction: The percentage of Africa’s population living below the international poverty line (0.4%) has decreased from 38% in 2000 to 23% in 2018.
  • Institutional capacity building: Many African countries have strengthened their institutions, including parliamentarians, judges, and prosecutors, through training programs and capacity-building initiatives.
  • Increased access to education: The number of children enrolled in primary school has increased by 55%, and the enrollment rate for girls has doubled.

Challenges

Despite progress, Agenda 2063 faces several challenges:

  • Funding constraints: Securing funding for implementation is a major challenge, particularly in countries with limited resources.
  • Institutional weaknesses: Weak institutions and governance structures undermine effective implementation of Agenda 2063 objectives.
  • Climate change and migration: The impacts of Climate change and intra-African migration pose significant challenges to achieving the agenda’s goals.
